Staff train from level 1 toward a reported cap of 10. Open the employee menu, select the worker, and use Train. Training spends cash and takes real time, from about 10 minutes early to several hours at the top. The worker leaves their post while training. A later level-10 waiter example runs up to about 5 hours. Only three staff can train at the same time, so cover the empty station before you start.
Breakpoints
Most of the useful stats land on levels 3, 5, 7, and 10. Stopping on 4 or 6 spends cash for no listed bonus.

Cook speed is described as +5% at each of levels 3, 5, and 7, for about 15% once all three are bought. Levels 1 through 7 for the core team are described as cheap, under about 200k early, while pushing everyone to 10 is described around 700M in total, with a single level-10 rancher near 126M and a typical cook or farmer near 100M. Cleaners are the cheap exception.
Who gets the slots
One detailed plan trains a single rancher to 5, farmers to 5, cooks to 7, and waiters to 3–5 before anyone goes to 10. Another plan says to rush three level-10 ranchers because milk and eggs sit under high-value plates such as tiramisu. Those are different budgets. If you only have a few animals, one high-level rancher covers them. Three level-10 ranchers make sense only after the ranch is large enough that milk and eggs are the bottleneck.
