The manager is reported to unlock at level 55 and cost 2.5 million cash. Level comes from service, cooking, cleaning, farming, and ranching together. It does not replace a missing cook.

Reach level 55, then pay 2.5M from the staff menu if the restaurant already runs.
Buy it after the service loop and the farm are both staffed. Spending 2.5M before that slows the level you need to unlock it.
Cook recipes, serve customers, build and decorate, farm crops, raise animals, and hire staff. The restaurant can keep earning while you are offline if that staff can finish the loop.
Hire a cook if you are still cooking every plate, or a waiter if guests and finished plates are the delay. Add a cleaner when dirty dishes block tables. The manager waits until level 55.
Rice is the fallback when a fancier recipe is missing an ingredient. Keep a backup such as pumpkin soup enabled, and refill honey, milk, and pumpkin before you rely on pie.
